Postal orders delivery and handing over

The addressee may authorize other person to receive a postal order/transfer addressed to him/her under the power of attorney. The power of attorney shall be made in accordance with legislation.

A family member of the addressee may receive “Ukrposhta Standard” and “Ukrposhta Express” with a declared value not exceeding UAH 300.

Such postal orders are opened by personnel of the postal communication in presence of the recipient. If the enclosure of the order correspond to the one specified in the description, then the order is handed over to the recipient.

If shortage/replacement/complete or partial damage/destroy of the enclosure are detected, then the post office personnel draws up a certificate in three copies, signed by him/her, the head of the office and the recipient. One copy of the certificate is handed over to the recipient (in accordance with clause 108 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

When handing over orders, the post office personnel shall check the weight. At the request of the recipient, the order may be opened for checking in the presence of the recipient (in accordance with clause 107 One copy of the certificate is handed over to the recipient (in accordance with clause 107 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The recipient shall indicate his/her surname and sign on the notification delivery of the post order.

Registered letter marked “Summon” addressed to legal entity or individual at the place of work is received by an authorized person. At that, he/she shall sign and indicate the surname on the letterhead of the notification (in accordance with clause 106 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

While receipt of the notification delivery, the recipient presents a passport or other document replacing it and the post office personnel indicates surname of the recipient on the letterhead of the notification delivery (in accordance with clause 106 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

A registered letter marked “Summon” addressed to individual is handed over to the addressee personally. If the recipient is absent, the letter is handed over to the adult family member if he/she provides:

  • identity document;
  • document proving the family relationship with the addressee (birth certificate, marriage certificate, etc.).

This postal order addressed to officials and serviceman of state authorities, local self-government bodies, enterprises, institutions, organizations or at the place of work of individuals, is handed over in the manner specified in these bodies, enterprises, institutions, organizations, taking into account the Sample Instruction on record keeping in the ministries, other central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, local executive bodies, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1153 as of 17.10.1997 (Official Gazette of Ukraine, No. 43, 1997, p. 50) (according to clauses 99, 100 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

In this case, postal orders are not delivered. The postal service operator shall notify the service user in writing of its refusal to deliver the postal orders, periodicals addressed to service user (in accordance with clause 95 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Uninsured postal orders (delivery notification of receipt of postal orders, postal transfers, periodicals):

  • are delivered via subscriber post boxes;
  • are handed over to representatives of legal entities (institutions) authorized to receive post, unless otherwise is provided by the agreement between the legal entity (institution) and the national postal service provider at the place of servicing (in accordance with clause 98 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal orders marked “Hand in person” addressed to individuals are handed over to the addressee directly in hand or another person authorized to do so by the Power of Attorney.

This postal order addressed to officials and serviceman of state authorities, local self-government bodies, enterprises, institutions, organizations or at the place of work of individuals, is handed over in the manner specified in these bodies, enterprises, institutions, organizations, taking into account the Sample Instruction on record keeping in the ministries, other central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, local executive bodies, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1153 as of 17.10.1997 (Official Gazette of Ukraine, No. 43, 1997, p. 50) (according to clauses 99, 100 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The delivery procedure is determined on the basis of agreement signed between legal entity and postal service provider:

  • delivery via subscriber post boxes that are installed on the first floors of premises or other accessible places for delivery or secretariat, expeditions, etc., which are located on the first floors of premises;
  • delivery at the post office premises to representatives of legal entities authorized to receive postal orders.

Via subscriber post boxes according to agreement, the date of delivery is considered as the date of their placing to the post box (according to clause 94 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

  • Uninsured postal orders (postal order which is accepted for delivery without issuing a payment document and is delivered/handed over without a receipt).
  • Notification of receipt of postal orders issued at post offices, postal transfers.
  • Repeated notifications of receipt of registered postal orders.
  • Periodicals.

Under the written consent of the addressee, registered postal orders, registered delivery notifications of postal orders, postal transfers can be delivered via subscriber post box (according to clause 93 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

To receive registered postal order, you shall present an identity document:

  • passport of a citizen of Ukraine;
  • passport of a citizen of Ukraine for travelling abroad;
  • military ticket for an army conscript;
  • Certificate of People’s Deputy of Ukraine;
  • other document replacing the passport;
  • passport of a foreign citizen with a visa or a certificate for permanent or temporary residence of a foreign citizen on the territory of Ukraine issued by the authorities of internal affairs (in accordance with clause 89 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09)

Delivery of international orders

The sender shall submit an on-line application via link, attach receipt and photo of the damaged shell of order, and describe the situation in the comments. If a damaged international postal order is detected at the office in the presence of the client, the personnel shall draw up a certain certificate and make a mark “received in damaged form” on the order.

If the international postal order is not handed over to the recipient, the sender may write a certain statement at the post office and pay for additional services. The application shall be accompanied by receipt for additional service, previous address and new address shall be indicated. Not all countries accept applications for redirection/change of name, surname, patronymic/return.

Countries which accept applications: Russia, Argentina, Pakistan, China, Israel, Switzerland, Mexico, Germany, Czech Republic, Lebanon, France, Norway.

Countries which do not accept applications: Australia, Austria, USA, Canada, United Kingdom, Hong Kong, Denmark, Finland, Sweden.

If the international postal order is not handed over to the recipient, the sender may write a certain statement at the post office and pay for additional services. Not all countries accept applications for redirection/change of name, surname, patronymic/return.

The posts of countries that are in the Universal Postal Union will return the orders automatically if it was not delivered and date of expiry was terminated, etc. If the sender marked “do not return” while sending the order, the order will not be returned under any circumstances.

The sender shall submit an on-line application via link, attach receipt and copy of shell of the returned item. The profile office will send request to the postal service provider of the destination country. If the return was not justified, the postal service provider of the destination country will offset the cost for the transferring.

According to art. 5 of the Universal Postal Convention any international postal order (IPO) belongs to the sender as long as it is not handed over to the recipient and the destination country is responsible for it. The sender shall write an application for search at the office or on website of Ukrposhta, attach copy/photo of the receipt to it. After approval of the invoice by foreign postal administration, the sender will be compensated. Upon the written refusal of compensation in favour of the addressee, the compensation may be paid to the addressee.

If the international postal order is still on the territory of Ukraine (or at least at place of the international postal exchange), the sender-client may write an application and pay for the change of service at the post office.

When all necessary information was received to consider the request, feedback is given to confirm acceptance of request for work. Upon request for international postal order, the initial response shall be given within 30 days and the final response within 2 months. For other matters, the review period is up to 30 days.

If location of the order is not known, the client may write an application for search (at the office or on-line). Original or copy of payment document confirming acceptance of the postal order shall be attached to the application for search. Also the following information is given:

  • type and category of the postal order;
  • its number;
  • place and date of acceptance for forwarding;
  • forwarding route (air or ground);
  • list of the postal order;
  • postal address of sender and recipient (in Latin letters and Arabic numerals).

Applications for search are submitted within six months from the day when the postal service operator accepted it. Upon request for international postal order, the initial response shall be given within 30 days and the final response within 2 months. For other matters, the review period is up to 30 days.

International postal order with post pay or customs charges shall be handed over to the recipient only after charging of post pay amount (indicated in the postal order form TFP3) or amount of customs charges (specified on the postal order form 115). In addition to post pay amount or amount of customs charges, the recipient is also charged for their transfer by the postal order.

If the order cannot be delivered to the recipient, it is stored at the post office of destination within one month as of date of receipt (there is an individual period of free storage in each country). At the written request of the sender/addressee, this period may be extended for an additional fee of up to two months from the date of receipt at the post office of destination. The period of storage may also be separately specified in the relevant agreement/arrangement with the foreign postal service for a specific postal product.

Uninsured — postal order is accepted for transferring without issuing a payment document and delivered/handed over to the recipient without receipt.

Uninsured category includes:

  • postcards;
  • letters;
  • parcels;
  • small packages (only incoming to Ukraine);
  • M bags (only incoming to Ukraine);
  • order for the blind persons (literature for the blind).

Recommended — postal order is accepted for transferring with issuing a payment document, transferred with the attribution to accompanying documents, handed over to the recipient against receipt. It can be tracked through relevant on-line services and during searching.

Registered category includes:

  • postcards;
  • letters;
  • parcels;
  • small packages;
  • M bags;
  • order for the blind persons (literature for the blind);
  • orders with declared value. Parcels (with declared value, without declared value).

It is better to send such orders with “declared value” category, but not all countries accept orders by this category (for example, Israel and Canada do not accept).

The following could be sent as “declared value” category:

  • order with declared value;
  • parcels with declared value.

We are working to ensure that two-side status exchange for delivery of orders is performed in more countries, but not all countries can track international postal orders. The current list can be found at link.

International postal orders may be delayed by customs because of the following circumstances:

  • declared value is more than Euro150;
  • need for permits for the goods;
  • absence of any documents on the parcel.

Customs contact the recipient (if there are contacts) and report the reason for delay. If the delay issues are resolved, the order is issued by the customs office in free circulation and delivered to the post office of recipient.

From the moment of delay by the customs office (from the date of stamp of the inspector is affixed on the documents for order), the order may be on the territory of Ukraine for 30 days. After that, international order is automatically sent by Ukrposhta back to the sender, if the reasons for delay is not resolved.

In this case, the recipient shall contact the sender and ask about submitting an application to his/her office for data correction, because the recipient is the owner of the order until time of receipt (as required by the World Postal Convention).

All corrections are transmitted by country of the sender to country of destination, after which it can be issued in free circulation in Ukraine.

Enclosure in the international order

Documents such as birth certificate, are forwarded in international postal orders with declared value.

According to information of the United States Postal Administration, it is not allowed to send international postal orders with declared value to the country, so it is not possible to send these documents. (Guide for Acceptance of International Postal Items (2007), which contains information of all member countries of the Universal Postal Union on prohibited or conditionally admitted imports to these countries).

The State Standard of Ukraine (DSTU 3875-99) defines the technical requirements, basic parameters and sizes of postcards. Postcard (card) should have the following sizes: max — 120 × 235 mm, min — 90 × 140 mm. At the same time, the recipient address and the corresponding postage stamp serving payment for forwarding (according to clause 14 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09) should be correctly placed on the postcard.

According to the postal administration of the Russian Federation, perishable goods are prohibited for shipment in international postal items to the territory of Russia.

Such goods include “Sugar and confectionery”, “Various foods” (Guide for Acceptance of International Postal Items (2007), which contains information of all member countries of the Universal Postal Union on prohibited or conditionally admitted import of items to these countries).

It is allowed to send cash from Ukraine abroad only by international postal item with declared value (but not registered letter) in the amount not exceeding 300 euro.

When sending cash by international postal item with declared value within the specified norms, the sender shall fill in the customs declaration СN23 (Instruction on the movement of cash and bank metals across the customs border of Ukraine approved by the Ruling of the Board of NBU No. 148 as of 27.05.2008, registered at the Ministry of Justice of Ukraine under No. 520/15211 as of 11.06.2008).

Cosmetic products can be imported to Germany subject to the requirements of German national law. Contact the relevant German authorities for details (Guide for Acceptance of International Postal Items (2007), which contains information of all member countries of the Universal Postal Union on prohibited or conditionally admitted import of the items to these countries).

Yes, it is possible. Foreign currency in the amount not exceeding 300 Euro can be sent to Ukraine in international postal items (Instruction on the movement of cash and bank metals across the customs border of Ukraine approved by the Ruling of the Board of NBU No. 148 as of 27.05.2008, registered at the Ministry of Justice of Ukraine under No. 520/15211 as of 11.06.2008).

Yes, it is possible. International postal items containing pharmaceuticals for personal use in the amount required for medical treatment are allowed to be imported into Ukraine, if the addressee has the permission of the Ministry of Health of Ukraine (List of prohibited or conditionally admitted items to be imported into Ukraine).

“Ukrposhta” JSC, the national postal operator, cooperates with designated operators of the member countries of the World Postal Union, in case of the United Kingdom — with Royal Mail.

We recommend the sender contact the employee of the office where the item was made to find out the location of the parcel (in accordance with clause 121 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal administration of Canada did not notify any prohibition or specific conditions for the transfer of coffee to the country. However, it is not possible to send coffee in the international parcel, it can be sent in a small package.

The maximum weight of a small package may not exceed 2 kg (according to the Guide for Acceptance of International Postal Items (2007), which regulates the acceptance of postal items for shipment outside Ukraine).

No, it is not possible. Importing alcohol into the United States and Canada is not permitted (Guide for Acceptance of International Postal Items (2007), which contains information of all member countries of the Universal Postal Union on prohibited or conditionally admitted import of the items to these countries).

Money orders

You can receive money orders via MoneyGram, Western Union international payment systems. MoneyGram order is paid in US dollar or Euro depending on the currency of the sender. Western Union order is paid in US dollar or Euro with the consent of the recipient it can be paid in local currency (UAH). You may receive an order in foreign currency ( US dollar or Euro), if amount of the order does not contain Euro cents.

Yes, you may receive an order in foreign currency (US dollar or Euro), if amount of the order does not contain Euro cents.

Orders from Bulgaria, Bosnia and Herzegovina, Armenia, Greece, Israel, Spain, Latvia, Lithuania, Morocco, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Turkey, Hungary, Switzerland can be paid in Euro.

Orders from Azerbaijan, Belarus, Vietnam, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan can be paid in US dollar.It is possible to send money via the system “Postal transfer”, MoneyGram and Western Union international postal systems (Regulation on carrying out transactions with currency values approved by the Ruling of the Board of the National Bank of Ukraine No. 2 as of 02.01.2019).

Postal orders in US dollar can be sent to Azerbaijan, Belarus, Vietnam, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan.

Postal orders in Euro can be sent to Bulgaria, Bosnia and Herzegovina, Armenia, Greece, Israel, Spain, Latvia, Lithuania, Morocco, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Turkey, Hungary, Switzerland.

(Regulation on carrying out transactions with currency values approved by the Ruling of the Board of the National Bank of Ukraine No. 2 as of 02.01.2019).

You can transfer money both in Ukraine and in such countries as Azerbaijan, Belarus, Bulgaria, Bosnia and Herzegovina, Armenia, Vietnam, Greece, Georgia, Israel, Spain, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Morocco, Moldova, Poland, Portugal, Russia, Romania, San Marino, Serbia, Slovakia, Tajikistan, Turkmenistan, Turkey, Hungary, Uzbekistan, Czech Republic, Switzerland.

In accordance with the requirements of the Agreement signed with the Post of Russia and the acts of the Universal Postal Union, the orders are sent in US dollar and paid in the national currency of the destination country.

When forwarding transfer from Ukraine, the amount of order accepted in Ukrainian hryvnia is converted in US dollar at the rate of sale established by Ukrposhta at the date of order processing.

Upon receipt of the order in Russia, its amount from US dollar shall be converted into Russian ruble at the rate of purchase of US dollar established on the date of receipt of the order by bank serving the Post of Russia.

While transferring the order to Ukraine, the Post of Russia converts amount of the order received in Russian ruble to US dollar at the rate of sale of US dollar established on the date of receipt of the order by bank serving the Post of Russia.

Upon receipt of the order in Ukraine, its amount is converted from US dollar to Ukrainian hryvnia at the rate of purchase of US dollar established by Ukrposhta at the date of order processing. The orders in Russian ruble are not paid by Ukrposhta.

Sender of the order shall present the document as required by the Regulation on carrying out transactions with currency values approved by the Ruling of the Board of the National Bank of Ukraine No. 2 as of 02.01.2019.

When submitting a postal order for transferring to the Russian Federation, it is necessary to present a passport or a document replacing it, indicate the relevant data on the order form and confirm with a signature (according to the Regulation on postal order approved by the Order of “Ukrposhta” JSC No. 275 as of 31.05.2010 (as amended).

Printed periodicals by subscription

To cancel your subscription, you shall:

  1. Submit a certain application to the post office at the place of residence and provide the subscription or redirecting.
  2. Pay for the cancellation service (unless the periodicals are stopped to be published in print form and the costs are compensated by the publisher).

At the request of the subscriber in connection with the absence of publishing of the certain numbers of the periodicals: cancellation is made from the number which was not published.

Cancellation of the subscription is made if the subscriber has not diverted the subscription and withdrawal of periodicals from the subscriber’s post box or receiving them directly at the post office is not performed within 2 months upon change of residence.

Cancellation is made in connection with the termination of publication (List of elements of works on acceptance of subscription to newspapers and magazines from 26.06.2002. (part 1 of clause 4 — acceptance and registration of documents on cancellation of subscription)).

  1. To forward the subscription, the subscriber contacts the post office which delivers this periodical and submits a subscription certificate, or identity document if the subscription certificate is lost. If the subscription is diverted beyond the delivery of this office, then the subscriber submits the completed form of subscription certificate under form P-1 indicating the new delivery address for periodical by subscription.
  2. Subscription forwarding is completed by the end of the period for which the subscription is prepaid.
  3. Subscription is not forwarded:
    • for newspapers, if there is one month left before the delivery deadline;
    • for magazines with periodicity of one or more numbers per month — two months;
    • for magazines with a periodicity of less than one number per month — three months;
    • for periodicals by subscription addressed to home addresses of military units;
    • for departmental subscription to the addresses of individual subscribers.

  1. The subscriber submits application to the post office at the place of residence and submits subscription or redirecting form which certifies the fact of subscription.
  2. Applications for non-receiving newspapers and magazines by subscription are considered within 5 days. The employee responsible for the delivery of printed periodicals shall notify the applicant of the result and the measures taken.

Upon complaint about late delivery of periodicals — time of periodicals’ arrival at the production unit and their timely transfer to the postman for delivery are found out.

Upon complaint about non-receiving certain numbers of newspapers and magazines — reason for non-receiving is found out by means of questioning the postman and if necessary checking on the site (List of elements of works on acceptance of subscription to newspapers and magazines from 26.06.2002. (part 1 of clause 8 — consideration of applications of the subscribers)).

Sending terms

The following terms are determined for sending the post items from the post office where the items is received to the post office of the place of delivery (excluding weekends):

  • four days for delivery of local items (postal items sent within the inhabited locality, and in rural areas — within the territory served by one post office);
  • five days for delivery of items within one region and between regional centres of Ukraine;
  • six days for delivery of items between regional centres of different regions of Ukraine;
  • seven days for delivery of items between other inhabited localities of different regions of Ukraine.

(Normative terms have been developed in accordance with the requirements of the Law of Ukraine “On postal services”, acts of the Universal Postal Union, the Rules for the provision of postal services and other legal acts regulating the activity in the field of provision of postal services and approved by the Order of the Ministry of Transport and Communications of Ukraine no. 1149 as of 12.12.2007, with amendments No. 1267 as of 08.12.2009).

The following terms are determined for sending the postal items:

  • two days for delivery of local items (postal item sent within the inhabited locality, and in rural areas — within the territory served by one post office);
  • two days for delivery of items within one region and between regional centres of Ukraine (including Kyiv, Simferopol, Sevastopol);
  • three days for delivery of items between regional centres of different regions of Ukraine (including for cities of regional subordination);
  • seven days for delivery of items between other inhabited localities of different regions of Ukraine.

(Normative terms have been developed in accordance with the requirements of the Law of Ukraine “On postal services”, acts of the Universal Postal Union, the Rules for the provision of postal services and other legal acts regulating the activity in the field of provision of postal services and approved by the Order of the Ministry of Transport and Communications of Ukraine no. 1149 as of 12.12.2007, with amendments No. 1267 as of 08.12.2009).

The following terms are determined for sending uninsured letter post and postcards from the time of last removal from post boxes until the time of putting them to the recipient’s post box (excluding weekends):

  • three days for delivery of local letter post (letter post sent within the inhabited locality, and in rural areas — within the territory served by one post office);
  • four days for delivery of items within one region and between regional centres of Ukraine (including Kyiv, Simferopol, Sevastopol);
  • five days for delivery of items between regional centres of different regions of Ukraine (including for cities of regional subordination);
  • six days for delivery of items between other inhabited localities of different regions of Ukraine.

(Normative terms have been developed in accordance with the requirements of the Law of Ukraine “On postal services”, acts of the Universal Postal Union, the Rules for the provision of postal services and other legal acts regulating the activity in the field of provision of postal services and approved by the Order of the Ministry of Transport and Communications of Ukraine no. 1149 as of 12.12.2007, with amendments No. 1267 as of 08.12.2009).

If the registered letter with the note “Summons” is not handed over for valid reasons, it together with the notification of delivery shall be returned to the return address no later than five calendar days from the date of receipt of the letter to the post office of the destination (in accordance with clause 116 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

At the written request of the sender/addressee, the period of storage of postal items (except letters marked “Summons”), internal postal orders may be extended for an additional charge until two months from the date of receipt at the post office of the destination (in accordance with clause 116 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Such item shall be stored free of charge at the office within 5 working days of receipt. For further storage, the recipient is charged according to the current tariffs — UAH 9 per day, but not more than UAH 45.

Applications for search of registered postal items, postal orders are accepted within six months from the date of their acceptance for sending (in accordance with clause 122 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The following should be mentioned in the application:

  • type, category and number of the postal item or category and number of the postal order;
  • place and date of acceptance of item or order;
  • name and patronymic (for legal entities — name) and postal address of sender and addressee;
  • amount of the postal order, amount of the declared value of the postal item, amount of the post pay, data of the submitted document proving identity of the applicant (in some cases).

If you submit the application for search of parcel, letter, parcel with declared value, you shall additionally indicate the type of package, the detailed list and enclosure’s value. If the application concerns grouped postal items, postal orders, then their list is also attached to it.

When submitting the application, the sender shall present an identity document and a payment document (in accordance with clause 122 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The sender shall apply for a letter search to the post office where it was drawn up. If an international postal item without notification of delivery CN07 is searched, the corresponding fee will be paid according to the applicable tariffs.

The original or a copy of the payment document on the acceptance of the postal item — cash receipt, payment receipt, etc. shall be attached to the application and the following information shall be provided:

  • type and category of the postal order;
  • number of postal item;
  • place and date of acceptance for forwarding;
  • forwarding route (air or ground);
  • list of enclosures to the postal item;
  • postal address of sender and recipient.

Applications for search shall be submitted within six months of acceptance of the postal item by the operator of postal service (in accordance with clause 122 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09 according to the Acts of the Universal Postal Union (Geneva, 2008).

Payment for post services

The tariff in the amount of UAH 3 (without VAT) provides the average cost of the packing service. Payment is made for the completion of the full range of packaging work by the personnel of the company (including inspection of enclosure, pasting, gluing of valves, dressing, sheathing, slotting of ventilation openings, etc.), and for any part thereof (according to clause 28 of art. 21 of Section II of the Tariffs for other postal services approved by the Order of “Ukrposhta” No. 660 as of 27.10.2008, clause 64 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Such postal items could be registered at the office specified in the relevant agreements, upon receipt of money for the provision of such service into its current account (according to clause 87 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09)

You can use a stamping machine. For this purpose, individuals and legal entities need to sign an appropriate agreement with Ukrposhta and make an advance payment (in accordance with clause 87 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Sold postal stamps, post blocks, stamped envelopes and postcards are not subject to return and exchange (in accordance with clause86 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal stamps issued by postal administrations of foreign countries are not used for payment of domestic and international postal items (in accordance with clause 85 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal stamps which have been removed from circulation, dirty, damaged, repaid in any way, cut from marked envelopes and postcards, as well as issued by postal administrations of foreign countries are not used for payment of domestic and international postal items (in accordance with clause 85 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal stamps are affixed on the address side of uninsured or registered postcard, letter, parcel at the top right, separately from each other (according to clause 84 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Postal stamps and international coupons for response are only used as a payment method when providing service for sending the letter post by the national postal service provider (according to clause 83 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

International coupons for response are issued by the International Bureau of the Universal Postal Union (in accordance with clause 82 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

There are following confirmations of payment for post services:

  • postal stamps affixed to letter post or printed in a typographic manner on postal envelopes, postcards;
  • state symbol prints made by stamping machines;
  • prints about the payment of post letter made by printing mean or otherwise.

(According to clause 80 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09)

Only the following items are sent free of charge:

  • uninsured letters weighing up to 20 grams and postcards sent and addressed by conscripts;
  • parcels with clothes of conscripts sent in due order established by military units;
  • literature for the blind persons (other than those carried by air).

Conditions for reducing the tariffs rate at the company are regulated by the Procedure of reducing the tariff rate for postal services which is one for all corporate clients (according to clause 79 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Services on sending the postcards, letters, parcels, literature for the blind persons, packages without declared value, parcels weighing up to 10 kilograms are universal services. Tariffs for universal postal services are regulated by the National Communications Regulation Commission of Ukraine.

Tariffs for other postal services are established by the postal operators in accordance with applicable law (according to clauses 76, (9), 77 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The possibility of payment for delivery by the recipient depends on the type of the item. Sending the letter and parcel are universal services, so they are paid by the customer at the time of ordering. At the time of ordering the services, sending the internal postal orders are also paid.

The cost of sending the parcel across Ukraine may be paid by the sender at the time of ordering the service or by the recipient of the item upon receipt of the parcel, if the sender indicated this when making the delivery.

Post pay postal orders may be paid by the sender or the recipient of the post pay items (according to the current procedures of “Ukrposhta Express”, “Ukrposhta Standard”, “Ukrposhta SmartBox”).

Postal services are paid in the national currency according to current tariffs (according to clause 75 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Responsibility of postal operator (security)

To check the delivery status of a registered item, contact the postal operator with an application for search (both sender and recipient can submit it) or apply on-line.

The original or copy of the payment document on acceptance of the postal item for sending (sales receipt, payment receipt) shall be attached to the application.

The following information should be indicated in the application:

  • type and category of postal item;
  • number of item;
  • place and date of acceptance for sending.

We recommend contact the sender of the item regarding the non-receiving or replacement of the product ordered on-line.

Applications for search shall be submitted within six months of acceptance of the postal item by Ukrposhta (in accordance with the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09, according to the Acts of the Universal Postal Union (Geneva, 2008).

* Search is only possible for international items.

If the user disagrees with a certain amount of compensation, the issue of compensation for actual damages caused to him/her, moral damages, loss of profit due to improper fulfilment of obligations by the operators, as well as other disputes between users and operator are considered in court order (according to art. 18 of the Law of Ukraine “On postal communications”).

Sending the items within Ukraine:

  • for the total loss of registered postal items (registered letter, parcel, postcard, notification of delivery of the postal item), packages and direct containers without declared value — compensation for the cost of postal services and a fine in the amount of 100% of the cost of these services;
  • for partial loss (damage) of the enclosure of the parcel without declared value — compensation for of its value in proportion to the weight of the lost or damaged part of the enclosure by dividing the amount of the tariff for sending to the net weight of the enclosure and a fine in the amount of 100% of the cost of the postal services;
  • for complete loss (damage) of the enclosure of parcel with declared value, letter or packages with declared value — compensation in the amount of the declared value of the postal item, the cost of postal services and a fine in the amount of 25% of the cost of these services;
  • for partial loss (damage) of the enclosure of the parcel with declared value, letter or package with declared value with the description of the enclosure — return (compensation) of the value of enclosure or its damaged part according to the description, the cost of postal services and a fine in the amount of 25% of the cost of these services. If the damaged enclosure can be used, the amount of compensation shall be reduced by agreement with the sender or addressee. If the sender or the addressee refuse to receive the partially damaged enclosure, it is disposed by the postal company (operator). Failure to indicate in the description of the value of the enclosure or sending without description, the amount of compensation shall be determined in proportion to the lost or damaged part of the enclosure, regardless of its actual value, but not more than the declared value of the parcel, letter or package. In this case, the value per weight of item is determined by dividing the amount of the declared value to net weight of the enclosure;
  • for late delivery of registered postal items — a fine in the amount of 25% of the cost of postal services;
  • in case of violation of the deadlines for sending the air letters — the difference between the payment for air and land transport and a fine in the amount of 25% of the cost of postal services.

International items:

For the loss (damage) of international postal items and parcels, the postal company (operator) shall be liable in accordance with the Acts of the Universal Postal Union and the laws of Ukraine, for non-payment of international postal orders — in accordance with international agreements of Ukraine.

The cost of the services is compensated to the consumer of the postal service when presenting a receipt for payment for the postal service.

Putting such a mark is provided by regulatory documents. If the employee of post office finds damage to the package of uninsured and registered items, then he/she takes all necessary measures to eliminate it and puts the mark “Received in damaged form” which is certified by the employee’s signature and stamp of the postmark (according to clause 122 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Other

The following should be specified on the item:

  • name, surname, patronymic of the recipient;
  • “on request” (or number of subscription box, inhabited locality, district, region);
  • name of the postal object of the destination place;
  • ZIP Code;
  • destination country.

(According to clause 43 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09)

If the item is sent to an individual, the surname, name and patronymic of the recipient (in subjective) shall be specified. Surname and initials or name and surname of the recipient could be indicated on the uninsured and registered postcards, letters and parcels (except for the ones addressed “on request”). Name, surname and patronymic are indicated in full on the postal items addressed to inhabited localities without street and house numbering.

If the item is sent to a legal entity, the full name of the company / institution / organization, as well as the position, name and surname of the recipient shall be provided.

The postal address is indicated in the following order:

  • street name (avenue, boulevard, lane, etc.), house and apartment numbers;
  • name of the inhabited locality, district, region;
  • ZIP Code;
  • destination country.

The recipient’s details are indicated at the bottom right of the front of the postal item without spaces between the lines and letters in the words.The sender’s details are indicated at the top left of the front of the postal item or at the top of the back of the postal envelope (according to clauses 42, 44 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Purchase, installation and maintenance of the subscriber post boxes (cabinets) are properly maintained by the owners of residential and administrative buildings (according to art. 23 of the Law of Ukraine “On postal communications”).

In accordance with the requirements of the current regulatory documents, as well as to the requirements of the addressees, letter post coming to the address of legal entities and individuals is not subject to stamping.

Sold postal stamps, postal blocks, stamped envelopes and postcards are not subject to return (according to clause 86 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Yes, it is possible. In this case, the postmark, form of postal order or notification of delivery of postal item, postal shall be marked accordingly which is certified by the signature of the recipient.

The signature of representative of the legal entity authorized to receive the item shall be additionally affixed to the seal of that legal entity.

Such postal items and postal orders are returned to return address (in accordance with clause 114 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The addressee has the right to use the assistance of another person with the consent of the postal employee.

In this case, the relevant form shall contain the data of the submitted documents (name, series, number, date of issue and name of the issuing authority) which certify the identity of the addressee and the person who signed for receipt of the postal item or postal order (in accordance with clause 112 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Such items are delivered to representatives of these establishments authorized to receive post on the basis of agreement concluded by a legal entity with a postal service provider at the place of servicing (in accordance with clause 111 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The item is handed over and the order is paid to his/her legal representative, if it presents:

  • identity document;
  • document proving the family relationship with the addressee (birth certificate, marriage certificate, etc.) or the decision of the guardianship authority on appointment them guardians or trustees.

(According to clause 111 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

In case of return of domestic registered postal items, except for the registered ones, the fee will be charged according to the established tariffs (according to clause 119 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

In case of return of the international parcel from abroad, the sender will be charged the amount determined by the foreign postal administration for returning the parcel to Ukraine (Acts of the World Postal Union).

Postal items (except for “EMS”), postal orders at the request of the sender/addressee may be delivered to another address for a fee according to the established tariffs (according to clause 118 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

If the item or postal order cannot be delivered to the addressee because of mistake in address or its absence (washed, torn off) or for other reasons, then they are returned to the sender (according to clause 117 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).
