FAQ for social benefits and pensions
Ukrposhta interacts with the Pension Fund and the Office of Labor and social protection of the population authorities on the payment of pensions and social benefits based on signed agreements.
If the client has not received a pension or social payment on the date? which indicated on the statements, he can contact the department before the end of the payment period (until the 25th day of each month). If no funds have been received before the 25th, Ukrposhta returns them to the Pension Fund or the Office of Labor and social protection of the population. New payment documents, which are formed on the next month, taking into account that there were no payments in the previous month. But, if the funds are not received for 6 months, the Pension Fund or the Office of Labor and social protection of the population may stop paying.
Client need to contact the Pension Fund or the Office of Labor and social protection of the population. Payment documents are formed for post offices on the basis of data on the place of residence provided by the client.
If the due date of pension/money benefits payment coincides with the day off or holiday of the paying object, pension/money benefits may be paid to recipients earlier from the date preceding the day off or holiday, without agreement with the authority, but within the payment period provided that funding and payment statement are available.
Payment and delivery of pensions and social benefits are based on the requirements of the Procedure for payment and delivery of pensions and money benefits at the place of actual residence of recipients within Ukraine by organizations that pay and deliver them, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1279 of December 16, 2020.
The recipient indicates the method of obtaining a social benefit in the application (directly in the payment post office or with home delivery) when a social benefit is issued. The Department of Social Protection compiles payment statements: separately — with home delivery, separately — for receipt in post office.
In accordance with paragraph 27 of the Resolution of the Cabinet of Ministers of Ukraine No. 1279 of December 16, 2020, payment of pensions, money benefits is made in accordance with the date of payment specified in the statement/list until the end of the payment period.
If the client has not received pension/social benefit on the date indicated in the statement, he/she can apply to the office until the end of the payment period (until the 25th of each month). If the funds are not received until the 25th day, Ukrposhta returns them to the authorities of the Pension Fund or the Department of Labor and Social Protection. Next month, new payment documents are issued taking into account that there were no payments in the previous month. However, if the funds are not received during 6 months, the Pension Fund or the Department of Labor and Social Protection suspends payments. To resume receiving funds, the client only needs to contact the Pension Fund or the Department of Labor and Social Protection.
If the power of attorney is issued for a period of more than one year, the recipient of pension / social benefits must apply to the Pension Fund or the Department of Labor and Social Protection for payments to be further made under the power of attorney, after each year of validity of the power of attorney expires. The Pension Fund or the Department of Labor and Social Protection makes a mark "D” opposite to the name of the recipient in the statement, and then the payment will be further made.
From April 1, 2021 payments, including funeral allowance, under one-time proxy issued by the Pension Fund of Ukraine, will not be made through Ukrposhta, as such payments will be made by the Pension Fund of Ukraine through banking institutions (at the place of actual residence of recipients within Ukraine by organizations that pay and deliver them according to the Procedure for payment and delivery of pensions and money benefits approved by Resolution of the Cabinet of Ministers of Ukraine No, 1279 of December 16, 2020).
Delivery is free for retirees. Rates for pension delivery are still not imposed on retirees or persons receiving social money benefits in any way.
According to Resolution of the Cabinet of Ministers of Ukraine No. 546 of May 26, 2021, the current procedure for delivery of pensions by Ukrposhta remains unchanged. The retiree has the right to choose free of charge where and how it is convenient for him / her to receive pension / social benefit: in Ukrposhta or through another institution.
