Postal orders delivery and handing over

The addressee may authorize other person to receive a postal order/transfer addressed to him/her under the power of attorney. The power of attorney shall be made in accordance with legislation.

A family member of the addressee may receive “Ukrposhta Standard”, “Ukrposhta Express” with a declared value not exceeding UAH 300 and “Ukrposhta Documents”.

Such postal orders are opened by personnel of the postal communication in presence of the recipient. If the enclosure of the order correspond to the one specified in the description, then the order is handed over to the recipient.

If shortage/replacement/complete or partial damage/destroy of the enclosure are detected, then the post office personnel draws up a certificate in three copies, signed by him/her, the head of the office and the recipient. One copy of the certificate is handed over to the recipient (in accordance with clause 108 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The recipient shall put his/her signature and specify his/her name on a form of notification about delivery of item marked “Deliver by hand”, domestic registered letter marked “Summons”.

The relevant information about the individual authorized to receive a domestic registered letter marked “Summons” addressed to the legal entity or individual at the place of employment (according to paragraph 106 of the Rules for Provision of Postal Services approved by Resolution of the Cabinet of Ministers of Ukraine No. 270 of March 5, 2009) shall be also stated on the delivery notification form.

While receipt of the notification delivery, the recipient presents a passport or other document replacing it and the post office personnel indicates surname of the recipient on the letterhead of the notification delivery (in accordance with clause 106 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Registered letters marked “Summons” addressed to individuals are served on the addressee personally upon delivery to the specified address. If the recipient is absent, the letters are served on any of the adult member of his/her family who is living with him/her. If the addressee (any of the adult members of his/her family) is absent at the address specified in the registered letter, the post office employee informs the addressee by the available phone number and/or puts into the post office box notification of receipt of the registered letter marked “Summons” (according to paragraph 99.1 of the Rules for Provision of Postal Services approved by Resolution of the Cabinet of Ministers of Ukraine No. 270 of March 5, 2009).

Registered postal items marked “Summons” addressed to legal entities are served on the representative of the legal entity authorized to receive mail against his/her signature upon delivery to the specified address. If the addressee is absent at the address indicated on the registered letter, the post office employee makes a mark “the addressee is absent at the specified address" which shall be certified by signature and calendar stamp (according to paragraph 99.2 of the Rules for Provision of Postal Services approved by Resolution of the Cabinet of Ministers of Ukraine No. 270 of March 5, 2009).

In this case, postal orders are not delivered. The postal service operator shall notify the service user in writing of its refusal to deliver the postal orders, periodicals addressed to service user (in accordance with clause 95 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

Ordinary postal items, notifications of receipt of postal items, money transfers, periodicals addressed to individuals at the place of employment at to their place of employment, stay (dormitories, care homes, orphanages, hotels, health care establishments) are delivered to the post office boxes or handed over to the addressees or representatives of the determined legal entities (establishments) authorized to receive mail at the post office (according to paragraph 100 of the Rules for Provision of Postal Services approved by Resolution of the Cabinet of Ministers of Ukraine No. 270 of March 5, 2009).

Postal orders marked “Hand in person” addressed to individuals are handed over to the addressee directly in hand or another person authorized to do so by the Power of Attorney.

This postal order addressed to officials and serviceman of state authorities, local self-government bodies, enterprises, institutions, organizations or at the place of work of individuals, is handed over in the manner specified in these bodies, enterprises, institutions, organizations, taking into account the Sample Instruction on record keeping in the ministries, other central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, local executive bodies, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1153 as of 17.10.1997 (Official Gazette of Ukraine, No. 43, 1997, p. 50) (according to clauses 100 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The delivery procedure is determined on the basis of agreement signed between legal entity and postal service provider:

  • delivery via subscriber post boxes that are installed on the first floors of premises or other accessible places for delivery or secretariat, expeditions, etc., which are located on the first floors of premises;
  • delivery at the post office premises to representatives of legal entities authorized to receive postal orders.

Via subscriber post boxes according to agreement, the date of delivery is considered as the date of their placing to the post box (according to clause 94 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

  • Uninsured postal orders (postal order which is accepted for delivery without issuing a payment document and is delivered/handed over without a receipt).
  • Notification of receipt of postal orders issued at post offices, postal transfers.
  • Repeated notifications of receipt of registered postal orders.
  • Periodicals.

Under the written consent of the addressee, registered postal orders, registered delivery notifications of postal orders, postal transfers can be delivered via subscriber post box (according to clause 93 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

To receive registered postal order, you shall present an identity document:

  • passport of a citizen of Ukraine;
  • passport of a citizen of Ukraine for travelling abroad;
  • military ticket for an army conscript;
  • Certificate of People’s Deputy of Ukraine;
  • other document replacing the passport;
  • passport of a foreign citizen with a visa or a certificate for permanent or temporary residence of a foreign citizen on the territory of Ukraine issued by the authorities of internal affairs (in accordance with clause 89 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09)

Registered letters

From 01.06.2020 will be delivered letters from the Patrol Police Department with fines: registered letters with "Recommended notice of delivery". Track number starts at 06. Sender: Patrol Police Department.

  • Hand on receipt to the recipient.
  • They are handed over to an adult family member upon presentation of a document certifying family ties, or by proxy.
  • Recipient’s written refusal to receive a shipment.
  • The recipient does not live at the address, the address is incorrectly indicated / missing, the addressee is missing at the specified address.
  • Expiration of storage.

E-service «Diia»

An electronic document (electronic driver’s license, electronic passport of a citizen of Ukraine, electronic passport of a citizen of Ukraine for traveling abroad) is a graphic image of a document, which is generated in the «Diia» mobile application.

Postal orders delivery and handing over

According to electronic documents that are generated in the «Diia» mobile application, recipients are allowed to issue only domestic mail (Ukrposhta Standard, Ukrposhta Express, Ukrposhta Documents) without cash on delivery or with cash on delivery in the amount of:

  • up to 30,000 UAH — according to the electronic passport of a citizen of Ukraine;
  • up to 5000 UAH — for an electronic driver’s license and an electronic passport of a citizen of Ukraine for traveling abroad.
  • Electronic passport of a citizen of Ukraine.
  • Electronic passport of a citizen of Ukraine for traveling abroad.
  • Electronic driver’s license.
