The following should be specified on the item:

  • name, surname, patronymic of the recipient;
  • number of subscription box, inhabited locality, district, region;
  • name of the postal object of the destination place;
  • ZIP Code;
  • destination country.

In accordance with the requirements of clause 32 of the Postal Service Provision Rules a postal item or postal transfer shall be accompanied by the following information provided by the sender or indicated on the postal item, if it is obligatory to provide it (indicate it on the postal item) according to the postal operator:

  • name, surname, patronymic of the recipient;
  • number of subscription box, inhabited locality, district, region;
  • name of the postal object of the destination place;
  • postal address:
    • name of the street (avenue, boulevard, lane, etc.), number of the house, apartment/office;
    • name of the settlement, raion, oblast (except for postal transfers);
    • postal code;
    • country of destination.

In accordance with the requirements of Article 26 of the Law of Ukraine ‘On Postal Service’ the installation of centralized mail delivery clusters and mailboxes in multi-apartment residential buildings during the construction phase shall be provided by the construction customer. The repair and replacement of centralized mail delivery clusters and mailboxes in multi-apartment residential buildings that are in operation are provided by the co-owners of such building or their authorised body.

Postal service users living in individual (‘homestead’) residential buildings shall install centralized mail delivery boxes and maintain them in good condition at their own expense.

In accordance with the requirements of the current regulatory documents, as well as to the requirements of the addressees, letter post coming to the address of legal entities and individuals is not subject to stamping.

According to the requirements of clause 68 of the Postal Service Provision Rules sold postage stamps, postage stamps blocks, stamped envelopes and cards are not subject to return and exchange, except for those sold through the postal operator`s online store and/or damaged due to the fault of the postal operator.

Yes, it is possible. In this case, the postmark, form of postal order or notification of delivery of postal item, postal shall be marked accordingly which is certified by the signature of the recipient.

The signature of representative of the legal entity authorized to receive the item shall be additionally affixed to the seal of that legal entity.

Such postal items and postal orders are returned to return address (in accordance with clause 99 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

According to the requirements of clause 97 of the Postal Service Provision Rules the addressee (recipient) who, due to physical disabilities, is unable to sign for the receipt of a registered mail item or money order, has the right, with the consent of the postal employee, to use the assistance of another person. In this case, in accordance with the procedure determined by the postal operator, the data of the presented documents proving the identity of the addressee (recipient) and the person who signed for the receipt of the postal item or money order shall be indicated.

Such items are delivered to representatives of these establishments authorized to receive post on the basis of agreement concluded by a legal entity with a postal service provider at the place of servicing (in accordance with clause 96 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

The item is handed over and the order is paid to his/her legal representative, if it presents:

  • identity document;
  • document proving the family relationship with the addressee (birth certificate, marriage certificate, etc.) or the decision of the guardianship authority on appointment them guardians or trustees.

In case of return of domestic registered postal items, except for the registered ones, the fee will be charged according to the established tariffs (according to clause 104 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

In case of return of the international parcel from abroad, the sender will be charged the amount determined by the foreign postal administration for returning the parcel to Ukraine (Acts of the World Postal Union).

Postal items (except for “EMS”), postal orders at the request of the sender/addressee may be delivered to another address for a fee according to the established tariffs (according to clause 108 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).

If the item or postal order cannot be delivered to the addressee because of mistake in address or its absence (washed, torn off) or for other reasons, then they are returned to the sender (according to clause 104 of the Rules for the provision of postal services, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 270 as of 05.03.09).
