The government transfers PinBank shares to Ukrposhta to ensure that 100% of the population has access to banking services

Soon, more than Ukrposhta’s 6,000 branches and 25,000 service points will start providing banking services. This decision will ensure that 100% of the population has access to banking infrastructure, addressing the current gap where only about 4% of Ukrainian settlements have bank branches or ATMs, and about 30% of Ukrainians do not use banking services at all.

Ukrposhta will also become Ukraine’s first financial inclusion bank, providing access to banking for people with special needs. The new bank will operate under a special limited banking license, with draft law No. 12044 already registered in the Verkhovna Rada and awaiting review.

The government has already approved the transfer of PinBank shares—previously seized as state revenue by the High Anti-Corruption Court—to Ukrposhta.

"We welcome this decision by the Ukrainian government, as it is both logical and beneficial in expanding access to financial services and ensuring the efficient use of the state budget. The creation of Ukrposhta Bank will save the state over UAH 5 billion on pension and subsidies deliveries in the next three to five years," said Igor Smelyansky, CEO of Ukrposhta.

Ukrposhta Bank will not lend to large businesses or perform high-risk foreign exchange operations. Instead, it will focus on the provision of basic banking services for rural and frontline communities, the elderly, people with disabilities, social aid recipients, territorial communities, military personnel, the e-commerce sector, small farmers, etc.

According to Mr. Smelyansky, recent state aid payments (such as the Winter eSupport) have once again highlighted the current vulnerabilities in the banking sector of Ukraine. Many citizens—especially in rural and frontline areas—lack access to banking services and cannot apply for or receive financial assistance. Ukrposhta, with its extensive network and nearly 2,000 mobile branches, is the only provider ensuring access to these programs.

Ukrposhta Bank is set to launch in 2025.

From day one, the postal bank will be among the leaders in branch network size, with ambitions to rank among the top five banks by customer base. Ukrposhta already serves over 6 million active customers today.
